Barrier data show that community land trust applications face extended municipal rezoning timelines averaging 22 months in Cape Breton and the Annapolis Valley. Non-profit developers report difficulty securing construction financing because provincial mortgage insurance programs exclude projects under 25 units. The absence of a dedicated provincial housing bond leaves organizations dependent on federal funding cycles that do not align with municipal permitting calendars.

Demographic constraints compound the issue. The province's senior population (65+) is projected to reach 29 percent by 2030, yet current affordable housing stock contains fewer than 800 accessible units outside Halifax. Rural municipalities lack planning staff experienced in trust-based land acquisition models.

Applicants must submit a site control agreement or option to purchase, plus a municipal letter confirming the project fits within an existing secondary planning strategy. Budgets require evidence that at least 30 percent of units will serve households at or below 60 percent of area median income.

Unlike New Brunswick applications, Nova Scotia requires explicit reference to the province's 2021 Housing Strategy target of 2,000 new community-owned units and confirmation that the land trust model complies with the Municipal Government Act's provisions for non-profit tax exemptions.
