Nova Scotia Cultural Festival Compliance Requirements Nova Scotia hosts 14 annual festivals that feature East and Southeast Asian cultural programming, drawing 186,000 attendees in 2023 according to provincial tourism statistics. Festival societies report that fewer than 9 percent of volunteer coordinators possess language skills above ACTFL Intermediate-Mid in Mandarin, Korean or Vietnamese, creating documented barriers to accurate translation of performer contracts and community outreach materials. Risk compliance obligations under the province's Festivals and Events Act require that all public-facing materials be available in the languages most used by participating artists. Non-compliance has resulted in three funding claw-backs since 2021. The grant therefore restricts eligibility to individuals already affiliated with a registered festival society and requires a risk-mitigation plan countersigned by the society's insurance provider. Funding covers tuition at approved programs in Japan, South Korea or Thailand, plus CDN $3,900 for travel and a CDN $1,800 compliance documentation stipend. Recipients must submit a post-training report within 90 days that includes translated sample contracts and a language-access audit checklist for the next scheduled event. Unlike New Brunswick's rural school focus, Nova Scotia evaluates applications on whether the acquired skills directly reduce regulatory exposure for festivals operating under municipal special-event permits in Halifax, Sydney or Truro.
