Grant Overview

Nova Scotia's marine conservation organizations manage planning across 7,400 kilometres of coastline that includes both the Scotian Shelf and the Bay of Fundy. Current marine protected area designations cover 5.6 percent of coastal waters, with the highest concentration of monitoring stations located near Halifax and the lowest density along the Eastern Shore. This distribution leaves gaps in baseline data for species such as Atlantic wolffish and North Atlantic right whale outside urban-adjacent waters.

Organizations based in Lunenburg and Shelburne counties report limited vessel access for seasonal surveys compared with groups operating from Dartmouth. Data systems remain fragmented between federal Fisheries and Oceans Canada platforms and locally maintained spreadsheets used by community groups in Guysborough and Richmond counties. These differences hinder joint planning for additional protected areas proposed under the 2025 federal targets.

The funding requires that applicants establish a shared marine monitoring database accessible to both Halifax-based institutions and Eastern Shore community organizations. Proposals must schedule vessel time that includes ports east of Canso and must allocate at least 30 percent of field costs to non-Halifax partners.

Projects that propose activities only within the Halifax Regional Municipality or that replicate existing federal monitoring arrays will not advance. Applications receive higher scores when they include commitments from Mi'kmaq organizations holding treaty rights in the proposed monitoring zones. Budgets must itemize data-sharing agreements rather than new standalone hardware.
