Nova Scotia's Mi'kmaq tourism operators report average annual revenues 47 percent below the provincial small-business median, primarily due to lack of winterized interpretive centres and limited ferry scheduling from Halifax to Cape Breton. Provincial tourism data show that 68 percent of Mi'kmaq-owned businesses close between November and April.
Cost Constraints in Nova Scotia
Applicants must submit three-year cash-flow projections that isolate heating and insurance costs for coastal sites, which average 22 percent higher than inland venues because of Atlantic storm exposure. Matching funds from the province's tourism department are available only if the project demonstrates a minimum 30 percent revenue increase from shoulder-season packages.
Equipment budgets are capped at wholesale prices listed by the Atlantic Canada Opportunities Agency supplier registry; retail mark-ups are disallowed.
Economic and Demographic Fit for Nova Scotia
The province's 13 Mi'kmaq communities are concentrated on reserves averaging 1.2 square kilometres, limiting on-site expansion. Applications must therefore include lease agreements with neighbouring non-reserve landowners or municipal harbour authorities. Unlike New Brunswick submissions, Nova Scotia reviews require a traffic-impact statement for any site expecting more than 50 visitors per day on roads maintained by the Department of Public Works.
