Operational requirements for Mi'kmaq cultural preservation projects in Nova Scotia center on demonstrated control by Mi'kmaq band councils or designated cultural organizations over curriculum content and heritage site access. Non-Mi'kmaq applicants must submit formal partnership agreements that transfer editorial authority to the participating Mi'kmaq entity before any materials are produced.
Infrastructure constraints include the limited number of climate-controlled storage facilities for archival materials; currently only three such facilities exist on reserve lands, requiring any digitization component to include transport and handling protocols approved by the Mi'kmaq Grand Council. Workforce limitations appear in the small pool of fluent Mi'kmaq language specialists available for curriculum development, estimated at fewer than 30 individuals holding relevant credentials province-wide.
Projects must therefore include explicit training plans that increase the number of Mi'kmaq community members certified in language documentation methods during the grant period. Operational budgets require line items for elder honoraria at prevailing community rates and for travel between the 13 Mi'kmaq communities, many of which are separated by ferry or extended road distances.
Nova Scotia's specific conditions differ from those in New Brunswick because all proposed heritage documentation must align with the existing Mi'kmaq Resource Guide maintained by the Union of Nova Scotia Mi'kmaq, and any new curricula must undergo review by that body prior to classroom use. Applicants must also confirm that digital outputs will be hosted on servers located within the province to satisfy data jurisdiction requirements established by the Mi'kmaq Chiefs.
Monitoring involves quarterly submission of participant attendance records and material draft reviews rather than annual summaries. Equipment purchases are restricted to items that can be maintained by local technical staff without reliance on external service contracts.
