Manufacturing, seafood processing, and transportation firms concentrated in the Halifax Regional Municipality, Cape Breton, and the Annapolis Valley report difficulty locating certified technicians for heat-pump systems, electric vehicle chargers, and energy-management software. Municipal permitting offices outside Halifax maintain limited staff familiar with net-zero building standards, extending project approval periods to six or more months.
The grant finances capacity-building activities that prepare firms for clean technology adoption, including targeted training for existing employees and pre-feasibility studies that align with provincial environmental assessment requirements.
