Nova Scotia’s housing cost-to-income ratio exceeds the national average by 19 percentage points in census divisions outside Halifax Regional Municipality. In 2023, median rents in rural counties such as Guysborough and Richmond reached 42 percent of median household income for single-parent families, directly constraining construction and renovation activity.

Cost constraints appear in both material transport expenses for island and peninsula locations and in the limited pool of licensed contractors willing to bid on projects under $50,000. Nonprofits and small businesses applying for the $1,000 grant must therefore itemize transport surcharges and demonstrate that at least two local contractors have been contacted.

Nonprofit applicants require current charitable registration with the Canada Revenue Agency and evidence of prior rental-assistance delivery within the province. Businesses must provide municipal business licenses and proof of liability insurance covering renovation work.

Required attachments include a line-item renovation or rental-subsidy budget and a municipal zoning confirmation letter. Applications omitting these documents are deemed incomplete.

Awards favor proposals that target units suitable for households earning under $45,000 annually in counties where the vacancy rate remains below 3 percent.
