Operational Requirements for Housing Initiatives in Nova Scotia
Infrastructure constraints include aging stock where 47 percent of provincially owned units were constructed before 1980. Maintenance backlogs average $18,400 per unit according to the 2022 provincial condition assessment. Transportation linkages between Halifax and rural counties limit daily support service delivery, with public transit coverage below 12 percent outside the capital region.
Workforce limitations affect operations. The province reports 310 certified social housing caseworkers against an estimated need of 480 for current caseloads. Rural municipalities lack dedicated housing staff in 14 of 23 jurisdictions.
Applications must therefore demonstrate operational partnerships with existing municipal housing corporations and provide audited financial statements covering the prior three fiscal years. Budgets require line-item separation for property management versus support services, with a minimum 25 percent directed to units located outside the Halifax census metropolitan area.
