Grant Overview
Workforce capacity for Black cultural heritage projects in Nova Scotia is constrained by the concentration of trained archivists in Halifax while source communities remain in Preston, East Mountain, and Weymouth Falls. Provincial labour data indicate only seven certified oral-history interviewers reside outside the Halifax Regional Municipality.
Infrastructure constraints include the absence of climate-controlled storage in rural Africville descendant communities and limited high-speed connections required for digitization projects. Transportation between these communities and the Nova Scotia Archives relies on a single daily bus route that does not accommodate equipment transport.
Readiness requirements therefore include demonstrated partnerships with the Black Cultural Centre for Nova Scotia for equipment loans and confirmation that at least one project lead holds current certification from the Canadian Council of Archives. Budgets must allocate 30 percent to travel stipends for community narrators who otherwise cannot reach digitization stations.
These requirements align with Nova Scotia’s demographic reality of an aging Black population whose median age exceeds the provincial average by nine years, necessitating immediate capture of oral histories before further loss occurs.
