Nova Scotia's African Nova Scotian population of approximately 21,000 resides predominantly in historic settlements such as Preston, North Preston, and Cherry Brook, where archival records remain dispersed across private collections and underfunded municipal repositories. Only three full-time archivists with specialized training in Black Canadian history are employed by provincial institutions.
Community storytelling initiatives encounter infrastructure limits. Many settlement buildings lack climate-controlled storage, resulting in annual deterioration rates for paper records estimated at 7 percent by the Black Cultural Centre. Broadband access in these rural census subdivisions averages 12 Mbps, impeding collaborative digital-platform development.
The age distribution within these communities shows 34 percent of residents over 60, increasing urgency for oral-history capture before further knowledge loss occurs. Transportation between Halifax Regional Municipality and the Eastern Shore adds two-hour round trips that limit volunteer participation.
Funding supports projects that convert existing church basements and community halls into modest archival workspaces equipped with basic digitization stations. Applicants must supply engineering assessments confirming structural suitability.
Work plans are required to schedule weekly sessions during winter months when road access is most reliable. Deliverables include indexed oral-history transcripts deposited with both the Nova Scotia Archives and the Black Cultural Centre.
