Public transit limitations outside the Halifax-Dartmouth corridor further restrict access to training sites.

The funding supports data-driven placement programs that map individual skill inventories against real-time job postings from the provincial labour market information system. Recipients must achieve minimum transition rates of 55 percent into positions with benefits within 12 months and report outcomes by census division.

Applications require submission of baseline participant employment data and memoranda of understanding with at least two employers in the ocean sector. Scoring favors projects serving counties where the ratio of unemployed residents to available training seats exceeds 8:1.
