Halifax accounts for 42 percent of provincial population but only 29 percent of new rental construction starts between 2019 and 2023. The remaining rural and coastal counties face higher per-unit development costs due to smaller lot sizes, older building stock, and limited local contractor capacity.
Recent graduates in architecture, urban planning, or finance who completed degrees in the past five years face barriers entering the affordable housing sector because most active projects are led by established nonprofit or municipal entities that do not offer entry-level research or modeling roles.
The funding requires applicants to hold a qualifying degree and submit a financial model showing how the proposed financing mechanism or land-trust structure reduces total development cost by at least 12 percent relative to current provincial averages. All budgets must itemize land acquisition, soft costs, and long-term operating reserves separately.
Applications are screened for alignment with the Nova Scotia Housing Strategy target of 1,200 new deeply affordable units by 2028. Reviewers reject proposals that rely on federal programs without a matching provincial or municipal contribution commitment.
Successful applications have included detailed pro-forma statements using actual recent construction bids from one of the six regional housing authorities rather than national cost indices. Unlike submissions prepared for Ontario or British Columbia, Nova Scotia assessments require explicit modeling of seasonal construction delays due to weather.
Projects must report unit delivery and rent levels to the provincial housing corporation within 24 months of funding disbursement.
