Application packages require a municipal resolution confirming water and sewer allocation and a letter from the local electric utility stating that the site can accommodate cold-climate heat pumps without grid upgrades exceeding $250,000. Projects located in census subdivisions with vacancy rates below 2 percent receive additional points; those in Halifax’s urban core must also submit traffic-impact studies showing no net increase in peak-hour vehicle trips.

The province’s 1,300 kilometres of coastline create exposure to salt-air corrosion, so material specifications must reference CSA standards for marine environments. Unlike New Brunswick’s focus on bilingual construction crews, Nova Scotia evaluators prioritize documented experience with modular building systems that can be assembled during the province’s shortened construction season of April through October. Budgets must separate line items for winter storage of modular components when construction cannot begin until spring thaw.
